Amends Arizona Revised Statutes section 9-500.14 to prohibit cities and towns from restricting their employees' political activities outside of the workplace or when not on duty.

Changes the term "reports" to "pamphlets" in reference to informational materials cities and towns may distribute regarding proposed bond elections.

Maintains existing prohibitions on cities and towns using their resources to influence election outcomes, with exceptions for official bond election information and reporting on governing body actions.

Preserves the prohibition on employees using their authority to influence subordinate employees' votes or political activities.

Protects employees' civil and political liberties as guaranteed by the U.S. and Arizona Constitutions.
