Amends section 15-502 of Arizona Revised Statutes to require governing boards to adopt and administer personnel policies providing noncertificated personnel with substantially equivalent due process procedures as those prescribed for certificated teachers.

Requires governing boards to establish policies and procedures to provide teachers with personal liability insurance.

Prohibits school districts from adopting policies that provide employment retention priority for teachers based on tenure or seniority.

Requires school districts to pay discharged employees their wages within ten calendar days from the date of discharge.
