Adds Article 7 to Arizona Revised Statutes Title 23, Chapter 8 to establish provisions for charging nonunion employees representation expenses.

Allows labor organization contracts to require nonunion employees in a collective bargaining unit to reimburse the labor organization for actual costs of grievance representation, capped at the amount of regular member dues during the most recent contract period.

Permits employees to pay reimbursement costs through monthly installments equal to normal monthly membership dues until the full amount is paid.

Authorizes labor organizations to file court action for payment if an employee fails to begin reimbursing costs within 30 days after the grievance process concludes, but nonpayment cannot result in job loss.

Preserves employee rights to represent themselves or hire private legal counsel in any grievance proceeding.
