Amends Arizona Revised Statutes Section 16-408 regarding costs and procedures for special district elections.

Requires special districts to bear the cost of their own elections, including ballot preparation and signature comparison.

Requires petitioners to file a bond before or at the time of filing a petition for special district formation to cover election expenses if the formation election fails.

Allows the board of supervisors to order additional bonding if the initial bond is determined insufficient during proceedings.

Permits special district governing bodies to contract with county boards of supervisors and county recorders for election services, with contracted costs charged to the special district.
