Amends Arizona Revised Statutes Section 41-328 regarding notary public conduct and prohibited actions.

Prohibits notaries public from performing jurats on incomplete documents and requires refusal if the document is known to be incomplete or appears incomplete on its face.

Prohibits notaries public from notarizing their own signature or the signatures of any person related to them by blood, marriage, or adoption, as notaries must remain impartial witnesses.

Prohibits notaries public from performing notarization on documents where the notary is an officer of a named party, is a party to the document, or will receive direct material benefit from the transaction exceeding prescribed fees under Section 41-316.
