Amends Arizona Revised Statutes Section 11-604 regarding county fiscal provisions and fund management.

Allows county boards to create and manage a salary fund for paying salaries of officials and employees, and fees and mileage of jurors.

Establishes authority for county boards to create a sick pay fund and transfer sufficient amounts from the expense fund to cover sick leave compensation for county officials and employees.

Requires budget units to report hours of sick leave earned and absences due to illness as part of payroll procedures, with compensation separately identified in county accounting records.

Permits county boards to create and make payments from other necessary county funds for proper county business operations.
