Amends Arizona Revised Statutes section 41-1362 to require the legislative governmental mall commission to publish an annual report by December 31.

Establishes that the commission must report on issues brought before it and provide recommendations regarding the governmental mall area.

Defines the governmental mall boundaries as the area with western boundary at nineteenth avenue, northern boundary at Van Buren street, eastern boundary at seventh avenue, and southern boundary at Harrison street alignment.

Maintains commission powers to review and approve development requests, maintain comprehensive long-range plans, and coordinate with public agencies within the governmental mall area.
