Department of Motor Vehicles shall not issue or renew a driver license or nonoperating identification license unless the applicant submits proof that their presence in the United States is authorized under federal law.

Federally issued employment authorization documents are accepted as proof of authorized presence in the United States.

Department shall not accept a driver license from another state as primary identification if that state does not require lawful presence in the United States.

Director must adopt rules establishing verification procedures to confirm applicant's authorized presence in the United States.

Director must adopt rules allowing issuance of temporary driver permits pending verification of applicant's immigration status.
