Repeals subsection D of Arizona Revised Statutes section 28-3153, which required proof of legal presence in the United States to obtain or renew a driver license or nonoperating identification license.

Removes the requirement that the Department of Motor Vehicles verify an applicant's authorized presence in the United States under federal law.

Eliminates the prohibition on accepting driver licenses from other states as primary identification if those states do not require proof of lawful presence.

Removes the requirement for the director to adopt rules regarding verification procedures and issuance of temporary permits pending status verification.
