Amends Arizona Revised Statutes Section 28-3153 to require the Arizona Department of Motor Vehicles to verify that driver license and nonoperating identification license applicants have authorized presence in the United States under federal law before issuance or renewal.

Specifies that a federally issued employment authorization document constitutes acceptable proof of authorized presence in the United States.

Prohibits the department from accepting a driver license issued by another state as a primary source of identification if that state does not require applicants to be lawfully present in the United States under federal law.

Directs the department director to adopt rules establishing procedures for verifying applicant status and issuing temporary driver permits pending completion of the verification process.
