Establishes a central animal abuser registry maintained by the Arizona Department of Public Safety, searchable by name and location, with information available on the department's website.

Mandates initial registration for one year on first conviction; subsequent convictions require lifetime annual registration renewal with the sheriff.

Requires the state Department of Corrections and county sheriffs to complete registration before release from confinement and forward records to the Department of Public Safety within three days of release.

Makes failure to comply with registration requirements a class 1 misdemeanor and establishes the animal abuser registration fund in the Department of Public Safety to offset registry costs.
