AZ SB1165

Amends Arizona Revised Statutes section 25-101 to remove the prohibition on same-sex marriage.

Allows first cousins to marry if both are 65 years of age or older, or if one or both are under 65 and one cousin is unable to reproduce with court approval.

Maintains existing prohibitions on marriage between parents and children, grandparents and grandchildren, siblings, and aunts/uncles with nieces/nephews.

Includes conditional enactment clause: the bill only becomes effective if Arizona voters approve a constitutional amendment removing the constitutional prohibition on marriage equality.
