Amends Arizona Revised Statutes section 16-241 to allow independent voters (those registered without a political party designation) to participate in presidential preference elections by selecting their preferred party's ballot.

Maintains the presidential preference election on the fourth Tuesday in February of presidential election years, with the governor retaining authority to issue a proclamation moving the election date earlier (with at least 180 days notice).

Permits independent voters to express their preference for a presidential candidate by choosing which political party's ballot to receive at the election, rather than being limited to their registration designation.

Requires presidential preference elections to be conducted under the same rules and procedures as primary elections, with the same authority and responsibilities assigned to county officials and election boards.

Makes all election law violations applicable to presidential preference elections, subjecting violators to the same penalties as other election offenses.
