Allows state department employees the right to join employee organizations and prohibits sickouts, work slowdowns, strikes, or service disruptions by employees or organizations.

Requires departments to recognize employee organizations with at least 1,000 members and meet and confer with them regarding hours, wages, benefits, and terms and conditions of employment.

Mandates departments and recognized employee organizations meet at least once every two years, with additional meetings upon request, conducted in good faith at reasonable times.

Establishes a voluntary mediation process using a neutral third-party mediator if parties cannot reach agreement after reasonable meet and confer discussions, with any resulting agreement submitted to the governor for final decision.

Maintains exclusive departmental authority over hiring, promotion, discipline, work direction, and operational efficiency, while requiring written documentation of all agreements and recorded proceedings of each meeting.
