Appropriates $103,575,900 from the state general fund and $30,813,100 from other funds in fiscal year 2013-2014 for a five percent annual salary increase for state employees.

Applies to all budget units and agencies except community colleges, with allocations determined by the joint legislative budget committee staff and implemented by the department of administration.

Salary increases are effective July 1, 2013 and apply on a prorated basis for less than full-time employees.

University employees under the Arizona Board of Regents receive salary adjustments in accordance with the board's approved compensation plans.

Board and commission members paid on a per diem basis are excluded from receiving salary adjustments under this act.
