Requires the Department of Economic Security to develop a program plan by October 31, 2013 to establish a triage system for processing reports of child abuse and neglect.

The triage system must screen reports to determine which require intensive intervention, provide community-linked services to prevent abuse and neglect, and conduct further investigation when a child's safety is at risk.

The program plan shall include timelines, funding needs and sources, and provide for collaborative partnerships with community agencies, law enforcement, schools, health care providers, mental health services, and other organizations.

Directs the plan to address funding opportunities, including submission of a Title IV-E waiver request to the U.S. Department of Health and Human Services.

Requires the Department of Economic Security to submit the completed program plan and triage system report to the Governor, Speaker of the House, President of the Senate, and Secretary of State by October 31, 2013.
