Requires the Arizona Department of Health Services to establish a public caregiver registry of individuals with substantiated histories of abuse toward residents in assisted living facilities, nursing care institutions, and in-home care settings.

Requires the Arizona Department of Economic Security to establish a separate public caregiver registry for individuals with substantiated histories of abuse toward persons with developmental disabilities.

Mandates department rules prescribe substantiation requirements for abuse and require notification and challenge procedures before placing individuals on the registry, along with an appeals process for removal.

Requires both registries to be updated quarterly or more frequently as needed and made publicly available on the respective department websites.

Exempts both departments from standard rule-making procedures under Arizona law for one year following the bill's effective date.
