Amends Arizona law to establish that unwed fathers who acknowledge paternity under section 25-812 or whose name appears on the birth certificate have the same custody rights as the child's mother.

Modifies custodial interference statute (A.R.S. 13-1302) to presume unwed fathers with acknowledged paternity or stated birth certificate names have equal custody rights for purposes of prosecuting custodial interference crimes.

Creates new statute (A.R.S. 25-403.10) establishing a presumption that unwed fathers with acknowledged paternity or named on birth certificate have equal custody rights as mothers unless a court determines otherwise in a custody proceeding.

Adds exemptions to custodial interference law for school officials who transfer physical control of children based on law enforcement directives, child protective services orders, valid court orders, or to designated emergency contacts.
