Amends Arizona Revised Statutes section 8-506.01 regarding denial, suspension, revocation or change of license for child welfare agencies.

Adds the word "to" before "the applicant or holder of the license" when describing written notice requirements for suspension, denial, revocation, or material changes in license status.

Maintains existing provisions allowing the division to deny applications or suspend/revoke licenses for willful violations or failure to maintain care standards prescribed by the division.

Preserves the right of applicants or license holders to request a hearing within twenty days of receiving written notice and to subpoena witnesses, present testimony, and confront witnesses at the hearing.
