Prohibits the department of transportation from issuing new special license plates beginning January 1, 2014, while allowing renewal of previously authorized special plates.

Repeals numerous special license plate authorization statutes effective December 31, 2017, including plates for character education, various organizational and cause-related designations, and charitable contributions.

Transfers all remaining monies in special license plate funds to the state highway fund on January 1, 2018 for use by the department of transportation.

Amends statutes governing license plate design, special plate issuance procedures, and highway user revenue definitions to remove references to repealed special plate programs.

Establishes legislative intent that special license plates undermine law enforcement identification of vehicles and that government should not collect private monies for distribution to private organizations.
