AZ SB1210

Adds section 9-500.32 to Arizona Revised Statutes establishing a complaint process for violations of city and town personnel or purchasing policies.

Requires the ombudsman-citizens aide or independent auditor to investigate complaints alleging willful policy violations and issue a written determination.

Authorizes the state treasurer to withhold at least 10% of a city or town's distribution of state shared revenues under sections 42-5029 and 43-206 if a violation is found and not cured.

Requires continued withholding of subsequent state revenue distributions until the municipality complies with the personnel or purchasing policy as determined by the ombudsman-citizens aide or independent auditor.
