Authorizes county treasurers in counties with populations exceeding 2 million persons to establish a county treasurer's management fund funded by monthly management fees deducted from earnings on agency pool and involuntary pool participant deposits.

Allows county treasurers to use management fee monies for personnel and operating expenses as appropriated by the board of supervisors, with excess fees credited to agency pool participants and the county general fund at fiscal year end based on deposit proportions.

Permits county treasurers to use up to 1 percent of the previous fiscal year's earnings from management fees for design, development, operation, maintenance and enhancement of an official agency website that is electronically searchable by the public.

Requires county general fund monies to cover any shortfall if management fees are insufficient to cover county treasurer office personnel and operating expenses, including website operation costs.

Mandates that any unexpended and unencumbered monies remaining in the county treasurer's management fund at fiscal year end be distributed according to section 35-330.
