Removes sunset date provisions from section 12-283 requiring electronic publication of criminal case minute entries, making the requirement permanent for all county clerks.

Clarifies docketing procedures in section 12-1613 by specifying the clerk (rather than passive voice) shall docket renewal affidavits and maintain proper docket entries.
