Authorizes the Department of Administration to make available a tent for a fee for approved events conducted in the Wesley Bolin Memorial Plaza.

Prohibits the Legislative Council from allowing events on grounds under its control, with limited exceptions for facilities acquired for legislative use.

Defines "event" to include activities such as picketing, protesting, speechmaking, marching, vigils, religious services, press conferences, and celebrations involving more than one podium or table and two freestanding flags.

Appropriates $300,000 from the state general fund in fiscal year 2013-2014 to the Department of Administration to purchase a tent for events in Wesley Bolin Memorial Plaza.
