Exempts law enforcement and safety personnel performing official duties, authorized emergency vehicle drivers, and communications with emergency responders regarding emergency situations.

Establishes violations as nonmoving civil traffic infractions with a $100 penalty for first offenses not involving accidents and $300 for subsequent offenses or any violation involving an accident.

Requires law enforcement officers to document on accident reports when a driver involved in a motor vehicle accident was using a wireless communication device to send or receive a written message.
