Amends financial disclosure requirements for public officers to include itemized reporting of travel, lodging, and registration fees for conferences or meetings without minimum dollar amounts, with specific identification of donors or payors.

Expands the definition of "lobbying" to include communicating with or assisting legislators regarding draft, proposed, or model legislation at conferences, meetings, or other events regardless of location or event sponsor.

Requires principals and lobbyists to separately itemize and report travel, lodging, and registration fee benefits as distinct categories (without minimum amounts) in expenditure reports, identifying all donors or payors contributing to aggregated accounts.

Adds new registration fee category to expenditure reporting requirements for both private principals/lobbyists and public bodies/public lobbyists, requiring detailed itemization of scholarship, reduced rate, or reimbursement benefits.

Clarifies that technical information providers appearing at legislative meetings under a lobbyist's authority are exempt from registration if they make no reportable expenditures, and excludes services like bill drafting when not done in presence of or at request of a legislator.
