Repeals the transaction privilege tax (TPT) exemption for pipes or valves four inches in diameter or larger used to transport oil, natural gas, artificial gas, water or coal slurry, including related equipment and parts.

Creates a new distribution mechanism directing revenues from TPT and use tax on four-inch and larger pipes and valves to the Department of Education for adult education and adult literacy programs.

Removes the exemption from Section 42-5061(B)(6) and Section 42-5159(B)(6) of the Arizona Revised Statutes, making these items subject to taxation.

Updates cross-references throughout the tax code to reflect the removal of the four-inch pipe exemption and renumber affected provisions.
