Eliminates the statute of limitations for civil actions based on sexual offenses, incest, or related crimes committed against minors, allowing such actions to be filed at any time.

Revives previously barred claims that accrued before the bill's effective date, permitting lawsuits to be filed within one year after the bill becomes effective.

Requires plaintiffs filing revived claims under this section to submit a certificate of merit signed by a licensed psychologist or behavioral health professional.

The certificate of merit must contain a notarized statement detailing facts and opinions supporting a reasonable basis to believe the plaintiff was subjected to a qualifying sexual offense or crime.

Requires one certificate of merit per action regardless of the number of defendants named in the complaint.
