Transfers section 44-1799.71 from Title 44 to Title 13, Chapter 29, Arizona Revised Statutes, renumbering it as section 13-2910.10 regarding unlawful public sale of animals.

Makes it unlawful for a person to knowingly sell an animal on any public highway, street, park, or public property adjacent to these locations, or on commercial private property without the owner's or lessee's express consent.

Exempts retail sales at pet stores, sales by publicly operated or private charitable nonprofit pounds, humane societies, animal rescue organizations, and educational or agricultural organizations, as well as sanctioned livestock events like rodeos and county fairs.

Changes the penalty for violating this section from a civil penalty of up to $50 to a class 3 misdemeanor classification.

Repeals the article heading of former Title 44, Chapter 11, Article 23, Arizona Revised Statutes.
