Prohibits instruction permit holders (Class D or G license applicants) from using wireless communication devices while driving, except in emergencies where stopping is impossible or creates additional hazard.

Adds new restriction for Class G licensees (under 18 years old) during their first six months: prohibits use of wireless communication devices except during emergencies, with same exceptions as instruction permit holders.

Peace officers cannot stop or cite drivers solely for violations of wireless device restrictions unless there is reasonable cause to believe another motor vehicle law violation has occurred.

Establishes civil penalties for Class G licensees who violate wireless device restrictions: $75 maximum for first violation, $100 for second, and $100 with 30-day license suspension for third or subsequent violations.

All wireless device restrictions expire when the licensee turns 18 years old, effective June 30, 2014.
