Removes notary public requirements from petition circulator affidavits/statements of verification for initiative, referendum, and recall petitions throughout Arizona Revised Statutes.

Changes language from "affidavit" to "statement of verification" in sections 19-101, 19-112, 19-121.01, 19-121.04, 19-122, 19-205, and 19-208.02 to reflect the elimination of notarization.

Deletes provisions requiring circulators to subscribe and swear statements before a notary public, including the notary acknowledgment section on petition sheets.

Removes the requirement that the secretary of state reject petition sheets where the circulator's affidavit lacks a notary signature, notary seal, or has an expired notary commission.

Maintains all other petition requirements including circulator registration for non-residents, signature verification procedures, and random sample verification by county recorders.
