Allows individuals to register to vote during the 28 days immediately preceding an election and remain eligible to vote in that election if they have been a resident of their county and precinct for at least 29 days prior to the election.

Permits same-day voter registration at polling places on election day for qualified individuals who complete a registration form and provide proof of residence.

Requires voters who register under this provision to cast provisional ballots on election day or during the 28-day period before the election, but allows them to vote normally in elections held at least 29 days after their registration.

Restricts same-day registration to voting for federal offices (including presidential electors), statewide offices, countywide offices, and legislative candidates, while explicitly prohibiting participation in partisan primary elections.

Directs the Secretary of State and county election officers to promptly implement the provisions of this article.
