Eliminates provisions allowing special event expenditures for legislators to be reported in aggregate without individual allocation; requires detailed reporting of event descriptions, dates, locations, and total expenditures.

Replaces language allowing entertainment "in connection with special events" and "incidental to speaking engagements" with narrower exceptions that apply only to employees of school districts, community college districts, and Arizona Board of Regents institutions attending events at owned/operated facilities.

Reduces gift value threshold from unspecified amounts to a maximum of $10 total value per calendar year from principals and lobbyists to state officers and employees.
