Amends Arizona Revised Statutes Section 41-1202 to modify the process for filling legislative vacancies when a political party has at least 30 elected precinct committeemen in the affected legislative district and county.

Requires precinct committeemen to nominate three qualified candidates within 21 days (or 5 days if legislature is in session), and the county board of supervisors must appoint one nominee within 14 days or the precinct committeemen elect the replacement themselves.

For political parties with fewer than 30 precinct committeemen or independent seats, the county board of supervisors appoints a citizens panel to submit three qualified candidates, and the board appoints one within five business days.

Specifies that appointed candidates must belong to the same political party as the person who vacated the office, or if the vacating officeholder changed parties after taking office, must belong to the party they were in when originally elected or appointed.

Maintains existing requirements that candidates reside in the same legislative district and county as the vacant seat and meet all qualifications for legislative service.
