Establishes a joint legislative study committee on character education consisting of four legislators (one from each legislative caucus), the director of the state office of special populations and character education, a governor-appointed member of the Arizona Ready Education Council, a school counselors representative, and a teachers representative.

Directs the committee to develop a list of approved curricula for character education programs in kindergarten through grade 12 that teachers can use as alternatives to third-party vendor programs.

Requires the Department of Education and State Board for Charter Schools to provide staff and support services to the committee.

Mandates the committee submit findings and recommendations to the governor, legislature leadership, and secretary of state by January 1, 2014.

Automatically repeals on September 30, 2014.
