Amends initiative and referendum petition procedures by requiring applicants to file a statement of organization or signed exemption statement before the Secretary of State issues an official serial number, and prohibits collecting valid signatures before receiving the serial number.

Requires the Secretary of State to provide applicants with the official serial number, minimum signature requirement, and required filing deadline on a time and date marked copy of the application.

Establishes that signatures collected on initiative and referendum petitions before receipt of an official serial number are void and cannot be counted toward petition sufficiency.

Prohibits city, town, and county clerks from refusing to accept petitions, petition sheets, or signatures for any reason other than those prescribed in section 19-121.01.

Clarifies that citywide or townwide elections exclude special elections and must be elections where all qualified electors eligible to vote are voting for mayor or city/town council members.
