Requires paid circulators for statewide ballot measures, questions, and statewide or legislative recalls to register with the secretary of state before circulating petitions.

Registration affidavit must include the circulator's signature acknowledging compliance and that false information may result in administrative penalties up to $1,000 or criminal charges; employers must verify the circulator received training on petition laws and procedures.

Secretary of state shall establish a public database of registered paid circulators; signatures collected before registration are invalid and shall not be counted.

Individual paid circulators who knowingly provide false information are guilty of a class 1 misdemeanor with administrative penalties up to $1,000; employers/entities are guilty of a class 1 misdemeanor with penalties up to $5,000 per violating circulator.

Removes requirement for recall petitions to designate whether circulators are paid or volunteer, and makes signatures valid regardless of circulator status.
