Establishes a manufacturer-funded electronics recycling program requiring manufacturers of covered electronic devices (computer monitors, desktop/portable computers, and televisions with screens larger than 4 inches) to register annually with the Department of Environmental Quality and pay registration fees beginning January 1, 2014.

Prohibits manufacturers and retailers from selling covered electronic devices unless the device is labeled with a brand that is included in a manufacturer's recycling plan filed with the department.

Requires manufacturers to submit plans detailing how they will collect, transport, and recycle covered electronic devices statewide at no charge to households, with at least one collection site in every county and in cities with populations over 50,000 persons.

Establishes the Covered Electronic Devices Fund to be administered by the department, funded through manufacturer registration fees, gifts, grants, and transfers from the recycling fund (limited to $500,000 annually until July 1, 2016), with monies used only for implementing and enforcing the program.

Sunsets the program on July 1, 2023.
