Prohibits Class G licensees (drivers under 18) from using wireless communication devices while driving for any reason except during emergencies where stopping is impossible or would create additional hazards.

Extends the wireless communication device restriction to Class G licensees for the first two years they hold their license.

Establishes civil penalties for violating the wireless communication device restriction: maximum $75 for first violation, $100 for second violation, and $100 with 30-day license suspension for third or subsequent violations.

Allows peace officers to stop and cite drivers for wireless communication device violations only if they have reasonable cause to believe there is another alleged violation of motor vehicle law.

Makes the act effective immediately as an emergency measure necessary to preserve public safety.
