Expands class G driver license eligibility to include individuals who have never been issued a driver license by any jurisdiction, in addition to those under eighteen years of age.

Allows class G licensees who are at least eighteen years old to drive during the 12:00 a.m. to 5:00 a.m. restriction period if accompanied by a licensed driver, rather than requiring a parent or legal guardian.

Permits class G licensees who are at least eighteen years old to carry multiple passengers under eighteen years old if accompanied by a licensed driver occupying the seat beside them.

Changes the restriction period termination from the licensee's eighteenth birthday to whichever is later: one year of holding the license or the licensee turning eighteen years old.

Requires class G licensees to hold their license for at least one year before applying for a class D license.
