Establishes the alcohol and drug abuse pilot project fund administered by the Department of Health Services, with one-third of monies distributed to Coconino, Navajo, and Apache counties.

Allows counties to use fund monies for establishing or expanding drug court programs and providing treatment for intoxicated persons or those incapacitated by alcohol or substance abuse.

Redirects a portion of Arizona liquor tax collections for fiscal years 2013-2018: 1.68% from paragraph 1 collections and 4.32% from paragraphs 2-4 collections go to the pilot project fund (capped at $2 million annually), with excess amounts going to the drug treatment and education fund.

Makes technical updates to alcohol treatment statutes, including references to licensed professionals under title 32 chapters 13, 15, 17, or 25, and clarifies language regarding treatment facilities and public intoxication locations.

Repeals the alcohol and drug abuse pilot project fund effective June 30, 2018, with remaining monies reverting to the state general fund.
