Changes the deadline for returning early ballots from election day to 7:00 p.m. on the Tuesday before election day across multiple election statutes (Sections 16-547, 16-548, and 16-558.01).

Removes language allowing early ballots to be deposited at polling places on election day, requiring all ballots to be received by the county recorder or other election officer by the new Tuesday deadline.

Applies the new return deadline uniformly to general early voters, overseas citizens, military personnel, and special district mail ballot elections.

Updates printed instructions on ballot envelopes and voter materials to reflect the new Tuesday deadline for ballot delivery instead of election day.
