Allows voting centers in place of or in addition to designated polling places on a specific finding by the board of supervisors that permanent early voters will substantially reduce in-person voting.

Makes technical corrections to election board appointment procedures, including renumbering subsections and clarifying language regarding political party affiliation requirements for election officials.

Modifies posting requirements for sample ballots and instructional materials to allow posting on county websites as an alternative to physical posting at polling places.
