Establishes a joint committee on county boundary changes consisting of 7 members: two senators and two representatives from different political parties, one governor-appointed county representative, one president-of-senate-appointed county representative, one speaker-appointed county representative, and one representative each from the Navajo Nation and Hopi Tribe.

Designates one senate-appointed member and one house-appointed member to serve as cochairpersons of the committee.

Directs the committee to study the feasibility of changing county boundaries, including fiscal and related impacts of such changes.

Requires the committee to submit findings and recommendations to the governor, senate president, and house speaker by December 31, 2013, with a copy to the secretary of state.

Repeals the committee and this act on September 30, 2014, making it a temporary study committee.
