Requires the Arizona Department of Education to produce and annually update a handbook describing educational options available to parents and students in public schools.

Handbook must include information about open enrollment, charter schools, private schools, homeschooling, tuition tax credit scholarships, and empowerment scholarship accounts, with instructions on how to access each option.

Department must mail a copy of the handbook annually to parents and guardians of all public school students in Arizona.

Department must post the handbook on its website.

Costs of producing, updating, and mailing the handbook must be paid using monies allocated to the Department of Education under Title I of the Elementary and Secondary Education Act of 1965.
