Establishes a four-year simulated pilot program for outcome-based funding beginning in school year 2014-2015, with up to five school districts and five charter schools participating each year.

Participating schools would receive up to $6,500 per student (K-8) or $7,500 per student (9-12), with 50% distributed monthly and 50% contingent on meeting performance outcomes established by the joint legislative committee.

Requires the State Board of Education to solicit information on assessment instruments by October 31, 2013, and report findings to the legislature by January 1, 2014.

Arizona Board of Regents universities must assist by reviewing assessments, recommending rankings aligned to placement tests, and helping schools review performance outcome results.

Program includes requirements for school safety/health compliance, academic and 21st century skills outcomes, and excludes participating school counts from bond and override election calculations; the program is repealed September 15, 2020.
