Establishes a new student count method beginning in 2013-2014 school year using estimated student registration before school starts, then revised to actual average daily membership after 100 or 200 days in session.

Requires school districts to finalize student count and base support level revisions by May 15 and adjust budgets accordingly if enrollment was overestimated or underestimated.

Increases the base support level per student by $204.68 in fiscal year 2013-2014.

Reduces charter school additional assistance by $226.66 per student (K-8) and $264.14 per student (grades 9-12) to offset base support level increases.

Repeals existing sections 15-961, 15-962, and 15-962.01 of Arizona Revised Statutes regarding previous school funding formulas.
