Amends the definition of "community college" in Arizona law to allow institutions to offer programs of "at least" two years of training instead of "not exceeding" two years, enabling longer degree programs.

Authorizes community college district governing boards to offer four-year baccalaureate degrees beginning in fiscal year 2014-2015.

Establishes a Community College Baccalaureate Degree Study Committee consisting of three community college administrators, three university representatives, and one representative from the Commission for Postsecondary Education to determine which baccalaureate degrees may be offered and criteria for offering them.

Requires the study committee to submit findings and recommendations to the governor and legislature by December 31, 2013, including any proposed legislation needed to implement recommendations.

Study committee provisions expire September 30, 2014.
