Establishes an individualized education program study committee consisting of 11 members including certificated teachers, charter school teachers, school administrators, and an education reform representative.

Committee is tasked with designing a system to develop individualized education programs for every student enrolled in Arizona public schools.

Committee has authority to request information from state agencies and political subdivisions, hold hearings, conduct fact-finding tours, and receive staff support from the Department of Education and state board for charter schools.

Committee must submit a report with findings and recommendations to the governor, legislature, and secretary of state by December 31, 2013, including any proposed legislation needed to implement recommendations.

Committee automatically repeals on September 30, 2014.
