Removes exception allowing charter schools to bypass uniform system of financial records requirements when determined necessary by district governing board, state board of education, or state board for charter schools.

Requires charter schools with management contracts to post salaries of all employees paid by the third-party contractor for work related to that management contract on the school's website.
